STBI is Inviting Expression of Interests (EoIs) for Buid, Operate and Manage of GMP-Compliant Pilot Production Facility
About the Initiative
Savli Technology and Business Incubator (STBI), supported by the Department of Science & Technology, Government of Gujarat, is establishing a GMP-compliant Pilot Production Facility equipped with a 500–800 Litre bioreactor capacity and complete upstream and downstream processing capabilities (filtration, concentration, purification).
Primarily focused on enzymes, proteins, functional foods, and alternative proteins, the facility serves as a shared infrastructure platform. It is designed to help technology-led startups and emerging enterprises scale their validated processes from lab proof-of-concept to pilot production and testing—eliminating the need for high upfront capital investment in their own infrastructure.
Under a collaborative setup, STBI provides the facility space, layout, and funding for pre-defined core equipment, while the selected Industry Partner/CDMO will manage day-to-day operations, technical processes, and commercial utilization.
Key Objectives
The objective of this EOI is to identify experienced and technically competent Industry Partner/CDMO/Contract Manufacturing Organizations capable of professionally operating and commercially utilizing the planned GMP-compliant Pilot Production Facility.
Expected scope of the selected (through separate tendering mechanism) partner shall be:
- Supply/procurement, installation and commissioning of approved equipment and systems as per the finalized BOQ and Equipment List.
- Operation and management of the facility.
- Arranging and managing its own manpower and technical personnel required for facility operations.
- Supporting process development, scale-up and pilot production activities.
- Facilitating GMP-compliant manufacturing and applicable QA/QC activities.
- Developing linkages with startups and industry users.
- Maximizing utilization of the facility.
- Developing a sustainable business and revenue model.
- Making the facility a commercially viable common infrastructure facility.
The broad model envisages STBI providing the infrastructure and pre-defined equipment, while the selected partner will build, operate and commercially utilize or manage the facility under pre-defined terms.
